In order to make filing your taxes easier, the Vermont Department of Taxes has started to convert our popular forms to Adobe Acrobat PDF files. All of our fillable PDF forms are tested prior to posting.
Fillable PDFs allow you to complete a form right on your computer. Some forms will also do basic math for you. This cuts down on errors and expedites processing. Not all browsers are compatible with the fillable PDF form. Depending on the browser you are using, you may see different results when you attempt to complete a fillable PDF.
Here are instructions for the most commonly used browsers to ensure the forms work correctly. Please keep in mind that if you are running an older version of Adobe or your internet browser, you will likely experience compatibility issues.
Installing Adobe Acrobat Reader
Adobe Acrobat Reader is required to view fillable forms, enter data, print and save. Adobe Reader is available free from the Adobe. If you do not have the Adobe Reader, please install it prior to opening the fillable form. Get the free download.
For best results, always update your browser and Adobe when prompted. We recommend using the most recent version of Adobe Reader.
How to Update Reader or Acrobat
Adobe releases regular security updates for Reader and Acrobat.
- Open Reader or Acrobat
- Choose Help > Check for Updates
If you have problems with a file, such as PDF pages that don't appear in the browser window, please review the troubleshooting information in Adobe Support.

Chrome on Mac or Windows
Chrome and Acrobat are no longer compatible. For more information, go to Adobe Support to see change in support for Acrobat and Reader plug-ins in modern web browsers.
Safari on Mac or Windows
For Safari on Mac OS go to Adobe Support for detailed instructions.
- Launch Safari and choose Safari > Preferences.
- In the Preferences window, click Security, and then click Website Settings next to Internet plug-ins.
- Select Adobe Reader in the list of plug-ins. Under When Visiting Other Websites, in the drop-down list choose Allow Always and click Done.
- The browser is now set to use the Adobe Reader plug-in to display PDFs.

For Mac users, Adobe Acrobat is also recommended since Preview will not allow saving the form in a way that guarantees proper printing of the document.

Avoid completing the form online within your web browser using a built-in PDF viewer. Save the form (PDF format) to a drive or location on your computer

- Make sure the type is set to PDF
- Select the location on your computer and click the Save button
- Please note the file name and location of the saved file
- Once saved, navigate to the file on your computer and open it
- You are now ready to complete the form
Please be advised that the fillable PDF forms will not automatically save. It is strongly recommended that you periodically save data entered into a form.
After you have completed the form, save a final version of the file to your computer.

After you have completed the form and saved a final version of the file to your computer, print the completed form and submit it to the Vermont Department of Taxes.

To allow your return to be processed more efficiently, please confirm the following before printing:
If the form is a fillable PDF, use ALL CAPS when entering letters of the alphabet.
Print menu settings:
- Select pages to print
- Set page scaling to None
- Check the Auto-Rotate and Center box
- Check the Choose paper source by PDF paper size box
- Print on standard white letter 8 1/2 x 11 copy paper 20-24 lb.
When mailing your return using forms printed from the web:
- Check that original is free of smudges or stains and is legible
- Submit original printouts only. Do not submit photocopies.
- Do not submit enlarged or reduced image forms
State of Vermont Departments Systems Instructions
Departments within the State of Vermont should remit tax collections electronically to the Department of Taxes through ACH Credit processing via the Vision Accounts Payable Module. Staff responsible for transferring payment must follow the detailed instructions provided to ensure smooth processing.

- If possible, make sure you are using the latest version of MacOS, 10.15 (Catalina). To check the version of MacOS click the Apple icon on the top left of your screen, then choose 'About This Mac'.
- Download and install Citrix Workspace. This was recently updated and now supports MacOS 10.13-10.15.4.
- These instructions will work for Chrome and Edge for Mac. Safari can work, but is problematic and should be avoided. Firefox does not work.
- Insert your PIV card into the reader
- If you've inserted your PIV, accept the prompt to add certs (you'll need to enter your MacOS password to install these certs to your MacOS Keychain).
- Access the VA Citrix Access Gateway - https://citrixaccess.va.gov. (Make sure to bookmark so you can get back to it easily for future connections to CAG.)
- If you have a PIV, select the first option, 'Smartcard.' If you do not, choose the username and password option, enter your username and password, then skip to step 9.
- IMPORTANT: In most cases, if using Chrome or Edge, you will need to select the second certificate from the list when prompted.This is not 100% of the time, so if you get an error you may need to close your browser, reopen and then select the first certificate.
- If prompted, select 'Open Citrix Workspace Launcher,' then check the box 'I agree with the Citrix license agreement,'
- Once the CAG Storefront appears, navigate to the 'Desktop' tab at the top and choose a desktop. Learn about the new CAG Desktop Options
- An *.ica file will download once you select an option and will show in the bottom-left of your browser. Click that download to open this file.
- Give Citrix permissions on the Mac if prompted.
- Once the desktop opens, if you are not using PIV (PIV exempt), enter your username and password.
- If you are using PIV, wait for the option for 'Sign-in options' to populate under the username and password box. Depending on your screen resolution you may have to scroll a little to see this and this could take a few seconds to show up (be patient). Once you see 'Sign-in options,' choose that and select the PIV card icon and enter your PIV PIN when prompted.
- You're in! You can access all your regular applications and conduct your normal work.
- When you're done, sign out of the desktop like a normal Windows machine by clicking the Windows start button, click the 'user icon', and then choosing Sign out. Close your browser.
Subsequent connections

- Once the Windows logon screen launches, wait for the username and password screen to give you the 'sign on options' prompt. Click that, choose the PIV icon, then enter your PIV PIN.
- You're in! Work, do good things, then sign out when you're done. Close your browser.

- Chrome and Edge may attempt to open the last site you went to based on the browser settings. To prevent this issue, please change this setting to open a New Tab page (preferred) or a specific page when you open a new browser window. If you continue to experience login issues, make sure you exit completely out of your browser (on Macs, click the Apple icon on MacOS's toolbar at the top, then choose 'force quit,' select your internet browser from the list, then click 'force quit.' If you don't see your browser in that list, you've already exited completely, so you can choose 'cancel.')
